8(1)On or before September 30 of each year, the Council shall submit to the Minister an estimate of the money required for the operation of the Council during the next fiscal year.

8(2)In each year, the Minister of Finance and Treasury Board shall pay out of the Consolidated Fund to the Council the amounts that are appropriated by the Legislature for financing the operation of the Council.
